Second Round Proposed Amendments to Bylaws Posted for Review by SNA Members

Amendments proposed to the bylaws of the Sunnyside Neighborhood Association (SNA) have been posted to SNA’s website for review by its members. Bylaws are the rules that govern the operations of SNA, and the proposed amendments will be reviewed and voted on during SNA’s next quarterly meeting in August.

As stated in the bylaws, members must be given at least 30 days to submit proposed amendments in writing prior to the next membership meeting. At least 75% of active members in attendance must approve the proposed changes for them to be adopted. The next meeting is scheduled for Monday, August 11, at 6:30 PM.

The original bylaws were adopted on September 24, 1974, when SNA was established. They were amended once in May 2016. The first proposed amended bylaws were posted on June 27, 2025. Since then, the board has received additional proposals for amendments, which have been incorporated.

The original bylaws were adopted on September 24, 1974, when SNA was established. They were amended once in May 2016. The key changes being proposed to the bylaws, as highlighted in the document posted for review:

  • Raises association dues from $20 to $30 per household and from $25 to $100 for business members
  • Requires at least 60% of board members to approve changes to dues
  • Adds a second Member-at-large position to the board, for a total of six positions
  • Removes the post office box as SNA’s official address
  • Changes procedures for approving and paying SNA expenses
  • Clarifies how vacant board positions will be filled

Neighborhood Emergency Response Training Program

The San Francisco Fire Department is launching emergency preparedness training this week as part of its Neighborhood Emergency Response Team (NERT) program. This is the final time NERT volunteer training will be offered this year. The goal of the training is to enable residents to be self-sufficient in a major disaster situation by developing multifunctional citizen teams, cross-trained in basic emergency skills, and leading to certification for Sunnyside’s emergency response team. Through attending this program, individuals will learn hands-on disaster skills that will help them as members of an emergency response team, preparing them to respond to a personal emergency or as an adjunct to the SFFD response.

The training consists of six class sessions, each about four hours long. It is free to the public. Attendees who complete the classes and pass the final examination will be qualified to become Neighborhood Emergency Response Team (NERT) team members and will be eligible to attend advanced trainings, also offered by SF Fire.

Two sessions are being offered. All classes begin at 5:30 PM.

  • Tuesday sessions, from June 10 to July 15. This session’s classes will take place at SF Fire’s training facility located at 2310 Folsom St (near 19th St., behind Station 7). 
  • Wednesday sessions, from June 11 to July 16. This session’s classes will take place at 145 Hooper St., on the campus of California College of the Arts.

How to register: 

  • Create a NERT account. Use this link to request an invitation that will be emailed to: SFFD NERT Member App.
  • Click on the HOME tab and create your profile.
  • Click on the Manage my NERT Profile and Events link.
  • Click on the Events link.
  • Click on Register and select either the Tuesday or Wednesday sessions. Then select all of the training dates using the checkbox. If you’re not a current NERT member, you’ll receive a message stating, “Recertification Classes are for NERTS only. Don’t worry: you will be registered to attend the training anyway, and will be eligible for NERT certification following the sessions.

REMINDER– 6:30 pm MONDAY 3/3 SNA Participatory Budgeting Virtual Meeting

The SNA board met last week and would like to hold a virtual meeting to discuss this year’s participatory budgeting opportunity. The SNA has had great success in getting sufficient community votes that have resulted in funding for several improvement projects that have benefited our neighborhood in year’s past–and with your help we would like to keep this winning streak going strong in 2025!

Meeting objectives are:

  • Discuss potential projects for SNA to sponsor (only one proposal can be submitted per group/author);
  • Agree on the process for the project to sponsor, and
  • Discuss whether SNA-associated groups (e.g., Slow Hearst, Detroit Steps) plan to submit project(s) individually.

At a follow-on meeting, to be held at a mutually-convenient time, we will:

  • Agree on the project for SNA to sponsor,
  • Determine the proposal writer and editor for SNA’s proposal (due date is March 28), and
  • Discuss promotions strategy to get project(s) over the 400-vote minimum threshold for funding.

As noted in Sup Melgar’s announcement:

To qualify for part of the $400K allocated this year for District 7 Participatory Budgeting, projects must:

  • Focus on a “demonstrated community need”
  • Relate to one or more of these categories:
    • Vision Zero (this category alone is allocated $150K (38%) of the funding);
    • School beautification/facilities updating;
    • Art in a merchant corridor;
    • Sidewalk repairs/updates, and/or
    • Expedited daylighting.
  • Be a single project submitted by a neighborhood association, non-profit, merchant organization, or institution located in the district, or 
  • If submitted by an individual or business, must be sponsored by such an organization
