From the Office of Assessor Carmen Chu: What you need to know about new construction on your home

If you are making changes to your home, your property tax may increase due to “New Construction” activity. In general, “New Construction” refers to any improvements other than normal maintenance or repair. When new construction is performed, the altered or new part of your home will likely be reassessed at market value, causing your property’s assessment to increase.

Will all construction activities lead to reassessment?

No. If the projects are part of normal maintenance and repair, such as replacing a leaky window, reroofing, or replacing flooring or countertops with similar quality material, they are likely not considered assessable.

There are exemptions from reassessment for solar energy system installations and for seismic retrofitting improvements (see sfassessor.org for more information).

Common assessable projects include adding a new room or bathroom, converting part of a garage to a living room, changing the layout of a kitchen or bathroom. The scope of each project varies and the Assessor-Recorder’s Office reviews each project individually.

Will my entire property be reassessed after the construction is completed?

Only the changed or new part of your home (the portion that is being remodeled or added to the existing home) will be reassessed at market value, not the entire property.  Once construction starts, State law requires that the owner reports their progress as of January 1st to the Assessor-Recorder’s Office annually, so your property’s assessment can be adjusted based on the estimated value of the completed work.  Once construction is completed, the Assessor-Recorder’s Office assesses the improved part of your property at market value (not the construction cost) and adds it to the property’s existing assessed value.

Tues Oct 30: Environmental Review scoping meeting for Balboa Reservoir project

There will be a public meeting to discuss the scope of the Balboa Reservoir project’s Environmental Impact Report (EIR)–which will consider what possibilities and configurations of the project, and its streets, buildings, and infrastructure, will be studied for their environmental impacts. This will be an opportunity to learn more about and comment on the proposed EIR scope of work. More about opportunities to comment below.

Here is the Notice of Preparation from the Planning Dept, which describes the scope of the project to be studied for environmental impacts.

When: October 30th (Tuesday), 6-8pm.

Sunnyside events double your Halloween fun this weekend

Sunnyside has two family events this weekend at the beautiful Sunnyside Conservatory that complement each other.

First, on Saturday, Oct 27 (1:30-4:30 PM), there is the Pumpkin-Carving event–create your dream pumpkin artwork at this free event (sponsored by Friends of Sunnyside Conservatory). Bring your own pumpkin. Pumpkin carving kits and tools, including tools for older children, will be provided.  More here.

Next, on Sunday, Oct 28 (6-7:30 PM) SNA is sponsoring the first annual Jack-o-Lantern Stroll, also free.

Share your work of pumpkin-art at the Conservatory — Drop off your carved pumpkin between 5-6 PM, and we will light it up safely and arrange them all in display. Come back–costumes strongly encouraged!–for the family-friendly party after 6 PM, with cookies and hot chocolate to share among the spooky pumpkin faces! (Your pumpkin can go home with your afterward.)

Have your say: Environmental study for Balboa Reservoir housing project

Next Tuesday Oct 30, there is a public meeting to discuss what options are to be studied in the environmental impact review (EIR) process for the Balboa Reservoir housing project. Nothing can be built in future that wasn’t studied now, so the scope of the review is critical. Below is a brief summary of the options and variants that are currently planned for study. (Details on how to comment at the end of this post.)
