Balboa Reservoir Project: a brief history and what is to come
What is the Balboa Reservoir Project? Beginning in 2014, city agencies and the mayor’s office initiated the process of developing the 17-acre parcel of public land near Ocean and Phelan Avenues as a housing project. It is currently used as a parking lot for City College of SF. See reverse side for map showing location.
What has happened up till now? During 2015, there were public workshops. A Community Advisory Committee (BRCAC) was formed that includes residents from the surrounding neighborhoods, which has met regularly since August 2015 (public is welcome, see link below). In September 2016, the BRCAC developed a guide for prospective developers that addresses density, park space, parking allotments and other issues (link below). In March 2017 three possible developers were selected to submit formal proposals.
What is to come? How can you have a say? The selection of one of the three developers is happening this summer. On Saturday June 10, there will be a Presentations of Proposals, in order to gather public feedback (10am, Archbishop Riordan High School, 175 Phelan Ave). There will also be other routes to providing feedback, such as online, at the June Balboa Reservoir CAC meeting and through the mail (links below).
What might be areas of impact on our neighborhoods? There are a variety of possible impacts. The project will increase local density by increasing the number of housing units in the neighborhood. There will be resulting changes in traffic and parking patterns as well as parking availability. The height of the buildings in the project will change the appearance of the area. Whatever plan is chosen, it will include park open space for public use. Each plan includes affordable housing, both for low-income and for middle-income families, as well as market-rate units.
