This morning from 7 to 10 am BART officials, consultants, and even a legislative aide for Supervisor John Avalos’s office answered questions and heard comments from the public about plans to modernize Balboa Park Station, one of the busiest in both BART and Muni’s networks.

From BART’s webpage on the project:

The goal of the project is to develop and prioritize potential station improvements to upgrade and modernize the station’s function, safety and security, capacity, sustainability, appearance, and improve the customer experience. BART is also partnering with the City to identify plaza improvements to support the Upper Yard Affordable Housing Project.

It would be hard to argue that Balboa Park station doesn’t need improvements. A confluence of three Muni trains, seven buses, and the southernmost transfer station for four BART lines, it seems an obvious place for intense transit-oriented real estate development. But with I-280 on one side and a Muni Light Rail maintenance facility on the other, developing the area is challenging. “It doesn’t work for cars, pedestrians, or cyclists,” said Frances Hsieh, the legislative aide for Supervisor Avalos.

“It’s an aging station desperately in need of an upgrade,” said Tim Chan, manager of station planning and development for BART.

Topic: RFP Parameters regarding Transportation, Public Realm, Sustainability, Additional Public Benefits and Housing

At the next CAC meeting on Monday, June 13th, the CAC will review the latest round of revisions to the Balboa Reservoir RFP. The CAC will review transportation parameters as well as those regarding public realm, sustainability, and “additional public benefits” not captured in the other six sections of the RFP. The revisions reflect CAC direction and discussion from recent discussions and earlier meetings as far back as January. Also on Monday, Supervisor Yee will present updates that are meant to clarify and strengthen the housing parameters in the RFP.

Residents Get New Online Tools to Help Shape Bay Area’s Future

The Metropolitan Transportation Commission (MTC) this week unveiled two new online tools to make it easier for Bay Area residents to weigh in on the policies and strategies shaping Plan Bay Area 2040, the long-range regional transportation and housing roadmap.

The Build a Better Bay Area website is an interactive quiz that introduces residents to three alternative scenarios—Main Streets, Connected Neighborhoods, and Big Cities—being considered by MTC and the Association of Bay Area Governments (ABAG) and helps residents see which alternative scenario (or scenarios) for the future of the Bay Area align most closely with their own personal priorities. Quiz questions mirror the tough decisions facing the Bay Area as the region adapts to the challenges of future population growth.

The Plan Bay Area Open Forum offers residents information about the three scenarios and asks them to provide input by answering four quick questions. Comments and responses are published and publicly viewable on the forum, with the hope of sparking a conversation online.
