Parking crisis raises Balboa Reservoir Project concerns

The Guardsman photographed the usage of the parking lot in contention with the Balboa Reservoir Project (BRP) every hour on Aug. 28, and concluded it was used consistently throughout the day. It was highly impacted at peak class hours and the surrounding neighborhoods and streets cannot support the amount of vehicles displaced by the removal of the lower parking lot.

Tensions first arose after the BRP reported its goal was to repurpose the lot into mixed-income level housing.

In October 2016, Nelson Nygaard released the Balboa Area Transportation Demand Management (TDM) Plan which was used to identify transportation needs for the Balboa Park area. Update: Balboa Park Station community meeting regarding TDM postponed to November

UPDATE: Tomorrow Tuesday Sept 26 there is the community meeting for the Balboa Park Station Community Advisory Committee (BPSCAC), but due to staff illness, the Balboa Area Transportation Demand Management (TDM) will not be discussed. The subject has been moved to the November meeting of the BSPCAC (more on this closer to the date).

The TDM is a framework for planning transportation changes in the area of the Balboa Park Bart Station, the coming Balboa Reservoir housing project, and surrounding neighborhoods. The draft TDM itself (Apr 2017) can be read here.

From SF Planning: “Updates to the Balboa Area Transportation Demand Management (TDM) Framework were made based on the community comments and input we received over the summer. The project team will summarize these updates from the previous draft at the next Balboa Park Station CAC Meeting, scheduled for September 26, 2017 at 6:00 PM, also in City College Multi-Use Building, Room 140.”

Mon Oct 2: Next meeting of Balboa Reservoir Community Advisory Committee

Now that the selection of the developer for the Balboa Reservoir site has been made, the prospect of the new housing project to the south may be more real for residents here.

Community involvement through the Balboa Reservoir Community Advisory Committee (BRCAC) will be an ongoing process, as the developer is called to mitigate the impacts–parking, traffic and public amenities–on Sunnyside and other adjacent neighborhoods. All residents are welcome at the meetings of the BRCAC. The next meeting is Monday October 2nd, 2017.

The developer for the Balboa Reservoir housing project site has been selected: AvalonBay Communities and BRIDGE Housing, with Mission Housing, Pacific Union Development Company, and Habitat for Humanity of Greater San Francisco.
