Longstanding trash and dumping issue at Balboa Reservoir featured in SF Examiner

The chronic problem of trash and dumping around the Balboa Reservoir and nearby is featured in a recent piece in the SF Examiner (link below). Sunnyside resident Estelle Smith has been working to get CCSF to clean up their mess. Photos below by Estelle Smith.

Nov 13: Balboa Reservoir Project community meeting

Now that the selection of the developer for the Balboa Reservoir site has been made, the prospect of the new housing project directly to the south is becoming more real for residents in Sunnyside. Community involvement through the Balboa Reservoir Community Advisory Committee (BRCAC) will be an ongoing process for at least the next 12 months, as the developer is called to develop plans that mitigate the impacts–parking, traffic and public amenities–on Sunnyside and other adjacent neighborhoods.

All residents are welcome at the meetings of the BRCAC. Next meeting is Monday Nov 13, 6:15-8pm, Multi-Use Building, Room 140, 55 Phelan Avenue, San Francisco CA.  Continue reading “Nov 13: Balboa Reservoir Project community meeting”

CCSF board disagrees over future of Balboa Reservoir development

By Laura Waxmann on October 30, 2017 1:00 am

City College of San Francisco trustees last week declined to take a stance against a proposed housing project on city-owned land adjacent to campus.

A resolution introduced by CCSF Trustee John Rizzo and Board of Trustees Vice President Brigitte Davila urging the college to claim ownership of the 17-acre Balboa Reservoir was tabled Thursday after failing to win sufficient support by the trustees. A housing development is planned for the site, which is owned by the San Francisco Public Utilities Commission.

The resolution called on the college to enter negotiations with the SFPUC on transferring its ownership of the lot, which provides over 1,000 parking spots.   Continue reading “SF Examiner: ‘CCSF board disagrees over future of Balboa Reservoir development’”

The Guardsman photographed the usage of the parking lot in contention with the Balboa Reservoir Project (BRP) every hour on Aug. 28, and concluded it was used consistently throughout the day. It was highly impacted at peak class hours and the surrounding neighborhoods and streets cannot support the amount of vehicles displaced by the removal of the lower parking lot.

Tensions first arose after the BRP reported its goal was to repurpose the lot into mixed-income level housing.

In October 2016, Nelson Nygaard released the Balboa Area Transportation Demand Management (TDM) Plan which was used to identify transportation needs for the Balboa Park area. The report identified limited roadway space, transit infrastructure and financial resources as three primary problems.     Continue reading “CCSF Guardsman: ‘Parking crisis raises Balboa Reservoir Project concerns’”

Balboa Reservoir Project Update

From Jennifer Heggie of SNA’s Balboa Reservoir Committee (presented at recent SNA Quarterly Meeting). More about this important local housing development at tab at top of this page.

Update on the Balboa Reservoir Development and Transportation Demand Management (TDM) Study

A brief history
This Spring, the Balboa Reservoir Community Advisory Committee (BRCAC) approved a set of Principles and Parameters that were pulled together after two years of public meetings. The Principles and Parameters were folded into a Request for Proposal for developers. Three developer teams out of a pool nine were selected by a cross-City department group which also includes one representative from the BRCAC, Lisa Spinali, and one representative from City College, the Associate Vice President of Facilities Management.

In June of this year, the public was invited on two occasions to listen and provide comments on the three developer team proposals. The proposals were also posted online. These are initial proposals, and as one of the developers said, the end product will probably look very different from the first version.

Going forward
The next step in this process is the selection of the winning developer. The same group that chose the three finalists have interviewed the developers again and are currently reviewing more detailed proposals. They will choose one developer based on three criteria:

  • How responsive the developer is to community concerns;
  • The financial viability of the developer; and
  • How well the proposals address the Principles and Parameters submitted by the Balboa Reservoir Community Advisory Committee.

Their selection is then approved by the SFPUC General Manager, and they hope to announce an approved developer team in early September.     Continue reading “Balboa Reservoir Project Update”
