As part of the development of the Balboa Reservoir/City College of SF area, SF Planning released the Transportation Demand Management (TDM) plan. City College of San Francisco must return nearly $39 million to the state after an external report made public Friday concluded the college inappropriately accepted funds for thousands of students enrolled in online courses that failed to meet state standards.
